Emergence of Hate Groups
As the number of Inhumans significantly grew due to the Inhuman Outbreak, distrust towards enhanced and powered people also increased. Although the authorities, who created the Advanced Threat Containment Unit, did their best to convince people that the situation was under control, this led to the creation of several hate groups which advocated against registration, control, containment and sometimes destruction of the Inhumans. One of this group, known as the Watchdogs, proved to be excessively aggressive towards the Inhumans, devising massive attacks like the Attack on the ATCU Headquarters.
The Watchdogs were not the only threat S.H.I.E.L.D. had to face. The ancient Inhuman Hive returned from Maveth and intended to turn all the population of Earth into either Inhumans or Primitives he could control. During the decisive battle against Hive, agent Lincoln Campbell decided to sacrifice himself to kill Hive. His girlfriend Daisy Johnson was devastated by the outcome of the battle and decided to leave S.H.I.E.L.D. Going on a personal vendetta against the Watchdogs, she was quickly dubbed Quake by the public.
One of the numerous fights opposing Quake to the Watchdogs took place over the Edison Bridge in Pennsylvania. During the fight, the Watchdogs caused the Bridge to collapse, threatening the lives of many civilians who were in the area. Quake managed to save them by holding the collapse long enough so that all the civilians, including Michelle Caldwell, could be evacuated.
