Cooke was a computer programmed character in the Framework. A S.H.I.E.L.D. agent, he served under Patriot's leadership but was killed during a mission fighting against HYDRA.

Killed by HYDRA

While serving S.H.I.E.L.D. under the leadership of the Patriot in the ongoing mission to defeat HYDRA, Agent Cooke was sent on a mission which resulted in him losing his life. Agent Burrows returned to the Playground and informed the Patriot of Cooke's death, much to his sadness.
