Damon Boone was a member of the New York City Council and a political rival of Mariah Dillard. Boone was determined to ruin Dillard's political career by exposing her conenctions to Cornell Stokes' criminal undertakings, however, Boone ended up being murdered by Diamondback to frame Luke Cage.

Graduating from Stanford University, Damon Boone moved to Harlem and became a member of the New York City Council, developing a fierce political rivalry with Mariah Dillard. When Dillard's career was in jeopardy because of Cornell Stokes' criminal business being exposed, Boone was approached by the press who wondered if he came to ask Dillard to resign from the Council. Boone replied that despite his rivalry with Dillard, they both wanted the best for Harlem, so he came to support her as a friend. As Boone approached Dillard outside of her brownstone, the press questioned Dillard regarding the situations with Stokes, as Boone listened to Dillard dismissing all accusations agaisnst her cousin.

Once they stepped inside the brownstone, both Boone and Dillard dropped the courtesy and Dillard called Boone out for using the situation to get her out of the Council. Boone asked how much of the accusations against Stokes are true, and Dillard's silent reaction made it clear that her situation was dire. Boone recommended that Dillard step away from the Council and let him support the New Harlem Renaissance from the inside, so all Dillard's project would not be fruitless. Dillard dismissed Boone's proposal, but he insisted that Dillard's career is coming to its end, mockingly adding that he will enjoy her fall to the fullest, before leaving Dillard's house.[4]

"When God asked Cain where Abel was after he killed him... Cain asked, 'Am I my brother's keeper?' See... I thought that was some cool shit Wesley Snipes made up in New Jack City. Turns out, it's real. So... after I kill Luke Cage I'm gonna stand over him and say, 'Yes, I am.'"
"Why are you telling me all this?"
"Because you're about to meet my mother, Damon. Tell her I love her."

Boone attended Mariah Dillard's rally at Harlem's Paradise, in which she publicly condemned the NYPD's brutality against the Harlem youth, and Luke Cage who posed a threat for the whole city. Speaking with Dillard, Boone noted how desperate she was to use Lonnie Wilson's experience with the police to stay politically viable. Boone was well aware that Cage did not murder Jackie Albini, as he was the one who put an end to Cottonmouth's criminal operation, which resulted in Dillard's illegal dealings being exposed. Noticing that Cottonmouth's death positively impacted Dillard's reputation, Boone told her that he sees right through her. Boone then remarked that Dillard cannot be trusted, but Dillard made it clear that she valued power over trust.[5]

Moments after, Diamondback and his men started a firefight at the club, when Cage and Misty Knight attempted to take him down. Diamondback then ordered to take every civilian at the club as their hostage, while Ty brought Boone to Diamondback's office. Diamondback offered Boone a glass of scotch, and although he said that he does not drink, Diamondback insisted and made Boone drink it. Afraid for his safety, Boone offered Diamondback his help in negotiations with the police outside of the club, however, Diamondback had no interest in that. Instead, he showed Boone his Bible that he got from his mother. Boone read through the Bible, seeing various markings that Diamondback left, which made him visibly concerned.

Holding Boone at the gunpoint, Diamondback put him on the line with Priscilla Ridley, as the NYPD surrounded the club. Being forced by Diamondback, Boone told Ridley that Cage was behind the hostage situation and that he demands an escape helicopter in exchanging for letting hostages out. Boone then added that he and a some other hostages will remain to ensure Cage's escape, which Ridley hesitantly accepted. As Ridley questioned if Knight was still alive, Diamondback told Boone to say that she is, but Cage will not provide them with a proof. Boone then informed Ridley that Cage will let some hostages out as a sign of good will, before Diamondback cut off the call.

Later, Diamondback spoke with Boone about his mother, showing him a picture of her, as Boone noted that she was beautiful. Diamondback told Boone that his mother had an affair with the preacher which resulted in his birth, but the birth of the preacher's biological son put an end to their good life. As Boone listened, Diamondback told him that although he and Carl Lucas were best friends, the preacher never accepted Diamondback as his son, no matter how hard he tried to win his approval. After a brief talk with Dillard, Diamondback continued his story, telling Boone how he and Lucas were arrested, and while Lucas was free because of his father, Diamondback suffered the consequences alone.

Diamondback concluded his story by telling Boone that his mother passed away when he was in jail, and Diamondback later found a new meaning in revenge. Boone asked Diamondback why did he tell him that story, to which Diamondback replied that Boone is about to meet his mother in the afterlife, and asked Boone to tell her that her son loves her. Before Boone could react, Diamondback killed him by striking Boone in the chest with his Judas Gauntlet, broadcasting it so Cage would know that he did not prevent it. Diamondback then ordered Shades to drop Boone's body outside of the club, so the police would assume that Cage was the one who killed him.[6]

Boone is known for his squeaky-clean image, but this doesn't stop him from talking tough with his political rivals. When he is held hostage, he complies with Diamondback's directions to lie to the police rather than risk his own life.
