Charles "Charlie" Spencer was an American citizen and an early-stage engineer who was killed in the battle in Sokovia.

Charles Spencer was raised by his mother Miriam Sharpe, a member of the State Department. He received a degree in computer engineering and accepted a job at Intel following his graduation. Spencer then decided to spend his summer in Sokovia and help build sustainable housing for the poor.

Eventually, Spencer started working in the capital city of Novi Grad and witnessed the Avengers fight the rogue artificial intelligence Ultron, who used vibranium-based technology to lift a large section of the city skyward. During the conflict, Spencer was crushed to death by rubble from a collapsing building.[1]

Spencer's death prompted his mother to confront Tony Stark about the Avengers' actions without restrictions. This led Stark to agree with the Sokovia Accords as he came to believe the Avengers would be no better than villains if they did not exercise or have restraints.[1]
