Diego is a politician that likes Bobbi Morse and became her contact in Puerto Rico. As a politician, Morse does not completely trust him, but she uses his interest in her to her advantage.
When Phil Coulson took a small team to San Juan to find the city that matched the Words of Creation, Morse contacted Diego to keep the local police from interfering. Coulson needed him to get architectural plans for the site they would be excavating, because Coulson planned to blow it up.
Morse met with Diego, who was late, at the other side of a plaza. He gave her hand drawn plans because the place above the hidden city, Castillo San Cristóbal, was older than San Juan, itself. Diego was needed again to give Coulson's away team access to the furthest point of the garrison with their equipment.
Diego refused to enter the place with the S.H.I.E.L.D. Agents because of the stories that he had heard about people entering and not returning. He felt that the place was haunted and did not want to be involved any further. Morse conveyed these stories to the others as they began to enter the underground city.[1]

Bobbi Morse was told by Phil Coulson to contact Diego to assure that he tells HYDRA nothing when he learned that Raina was captured by the terrorists. When Diego called her back, he agreed to where.
Diego wore a suit and arrived promptly at the meeting place. Two HYDRA operatives approached him when he saw Morse, who knew not to approach because he was wearing a suit and came on time, two things he does not normally do. As Diego passed Morse, she was kissing a man. He passed her a note that told her that HYDRA was located in the Ponce de León Theater.
This information was conveyed to Coulson to start the Battle for the Kree City. [2]
