James "Jimmy" Woo is a former agent of S.H.I.E.L.D.. He was recruited into the FBI, where he was placed as Scott Lang's parole officer, making sure he stayed under house arrest after he escaped from the Raft.

”Oh Cassie, this must all seem like a bunch of confusing grown-up stuff to you. Well, think of it this way, your school has rules right? Like you can’t draw on the walls. Well your daddy went to Germany and drew on the walls with Captain America. And that was a violation of article 16 paragraph 3 of the Sokovia Accords. Now as a part of his joint plea deal with homeland security and the German government, he was allowed to return to the U.S. provided he serve 2 years under house arrest followed by 3 years of probation and avoid any unauthorised activities, technology or contact with any former associates who were or are currently are in violation of said accords or any elated statutes. Okay sweetie?"

Woo would end up getting hired by the FBI and would get the chance to lead his own unit. The job had made him feel somewhat inadequate until he was assigned the case of Scott Lang who had recently taken part in the battle in Germany which broke the Sokovia Accords and forced him under house arrest.
Woo's job was to monitor Scott in case he decided to break free from home and while there have been many close calls (mostly by accident) Woo always found Scott perfectly fine, yet would have to search his house as part of his job. Woo did however, find Scott's magic tricks unique and was interested in them enough to try learning them himself. Woo confided in Scott that his team was also after Hope van Dyne and Hank Pym and asked if Scott had contacted them prior which he denied.
He became suspicious when someone had reported that Scott, Hope and Hank had been spotted at a nearby college where Bill Foster worked. He interviewed Foster, but denied meeting with them. Later on, Woo was informed by one of his agents, Stoltz (who was actually a contact of criminal Sonny Burch), that Scott had broken free. Upon arriving at his house, he is stalled by Jim Paxton, Maggie and Cassie long enough for Scott to arrive and make it seem that he was sick, something that Woo was partially concerned about. Woo later learned that his team had captured Hank and Hope which excited Woo as it was first "win", though he does apologize to Scott as he knew they were friends.
Woo was going to interrogate Hank and Hope, but they had broken free thanks to Scott, something which Woo had deduced. His unit manages to chase the trio through the streets of San Francisco, but upon catching the Ant-Man suit in its Giant-Man form and completely empty, Woo and his team race back to Scott's house only to find him there. Woo finally releases Scott from his house arrest admitting that while he knew he had escaped he had to release him anyway due to not having any proof. Woo leaves promising that he will catch Scott one day.
Jimmy Woo is a man who follows rules by the book which is why he didn't arrest Scott Lang once he came to his house since it wasn't 100% certain that he escaped house arrest. Woo's rules always comes in conflict with Scott comprising plans. Woo also loved when he gets a "win" like when he captured Hank Pym, Hope van Dyne, and so close to Lang (who would be gone before it was proven he was there). While Woo always want to catch Scott in illegal activities he seems to somewhat respect Scott like when he showed Cassie Lang a magic card trick (which he tried to do himself multiple times in his office). It's also implied that Woo would like to be casual friends with Scott by saying that he would like to have lunch sometime shortly after releasing Scott from House Arest.
