The Localized EMP Device is an relatively small device used by S.H.I.E.L.D. agents that can cause an electromagnetic pulse or quick burst of energy that disables all nearby electronics and circuitry. A localized EMP device can be an effective countermeasure against electronic surveillance or high-end security systems.

After obtaining one of these devices in the Hub, Leo Fitz used EMP device to cause a blackout and interrupt the broadcast of a soccer match in a bar near the South Ossetian border, creating a problem that only he could fix to earn the trust of the individuals who frequent the bar that had captured both Fitz and Grant Ward earlier, and assure their cooperation in crossing the border.[1]
Fitz later uses another device to disable the cars in Ian Quinn's villa in Italy while Skye infiltrated the house trying to locate Quinn.[2]
