History

Stolen Weapons

"That convoy was loaded with weapons that were supposed to help us fight whatever this is. And now weapons are gone."
Victor Ramon to Daisy Johnson and Joey Gutierrez[src]

A group of corrupt Colombian policemen working for Colonel Victor Ramon was transporting a cargo of weapons by night in Bogotá until they were forced to stop their vehicles because of a makeshift roadblock. As some of them got out and drew their weapons to face their potential opponent, their guns were stolen by a mysterious figure, actually Elena Rodriguez using her superhuman speed.

The policemen were soon attacked and caught under fire, forcing them to retreat. S.H.I.E.L.D. was informed of this attack and sent Daisy Johnson and Joey Gutierrez to the Colombian Police Station to know more about it. Ramon met with the two S.H.I.E.L.D. agents and explained that his men were distraught and outgunned since powered people had appeared.[2]

Rescue in the Colombian Police Station

Victor Ramon and Lucio later found S.H.I.E.L.D. agents Bobbi Morse and Lance Hunter, who had just apprehended Francisco Rodriguez, Elena's cousin, who was dumping the stolen weapons in the river. As Ramon demanded Francisco to be handed over to the police, Morse and Hunter prepared to fight them since they knew Ramon was a corrupt policeman. However, Lucio used his powers to paralyze Morse, Hunter and Francisco, with the latter being executed by Ramon while Morse and Hunter were taken to the Colombian Police Station for interrogation.

However, before Ramon could actually get answers from them, the police station was attacked by S.H.I.E.L.D., who had allied with Elena. Joey Gutierrez used his powers to render most of the police's weapons unusable, while Elena and Daisy Johnson took down many of the policemen, including Lucio. Meanwhile, Alphonso Mackenzie found the room where Morse and Hunter were detained and released them after knocking out Ramon.

However, before S.H.I.E.L.D. could take the corrupt policemen into custody, HYDRA attacked the police station as well and kidnapped Lucio for the army of Inhumans Hive tried to build.[2] As for Ramon, he was arrested and imprisoned for his crimes.[3]
