- "The Sokovia Accords. Approved by 117 countries, it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary."

History

During the HYDRA Uprising, S.H.I.E.L.D. was labelled as a terrorist organization. As such, the international community had cut ties with the organization.[2]
While watching news footage of the destruction of the Triskelion by one of the Helicarriers of Project Insight, Agent-in-charge Phil Coulson asked Agent Shade to contact Agent Martin as a back door method of communicating with the United Nations.[3]
They were attacked on their headquarters during a talk by Brigadier General Glenn Talbot by HYDRA operatives posing as S.H.I.E.L.D. agents. Later, Senator Christian Ward had a press conference revealing that his brother was a traitor and HYDRA agent.[4] Sunil Bakshi was then held responsible for the attack.[5]
With public opinion of the Avengers and enhanced individuals increasingly divided due to the events in New York, Washington, D.C., Sokovia and Lagos, the United Nations passed the Sokovia Accords, a set of legal documents that would police the number of enhanced individuals while simultaneously deciding where and when the Avengers would operate.[6]
The King of Wakanda, T'Challa, appeared before the United Nations in the Vienna International Centre and revealed to the world Wakanda's true nature and his intentions to use the country's technology to help the rest of the world.[7]
United Nations contacted with Deputy Director of the CIA Marion James while she was interrogated by Homeland Security. She came out of the room to answer a phonecall.[8]
