Biography[]
Senator Webster headed a committee tasked with evaluating the accusations of treason against Howard Stark. Allegedly, Stark had sold weapons and technology to enemies of the United States.
During the session, Webster asked Stark if he had sold that technology, which made Stark jokingly deny all accusations, as he did not sell anything "knowingly", and selling it "unknowingly" was, by definition, something impossible to answer.[1]
